Alan standing on a cliff

I am not sure what exactly the scene in which Alan is standing on the edge of a cliff looking down is supposed to mean? Did he throw away Tommy's body in the canyon because he couldn't get it over the border?

Did anyone else get the same impression?

Well, I can't bet my next paycheck on what happened, but I would definitely say it would hard enough to explain a stolen police car not to mention a dead body. Yes, I definitely got the impression Alan threw it over the cliff.
