What didn't make sense was like how come when the dog catcher traped Buster he got away easily,but when the dog catcher tapped the big dog he didn't have any problems? and the dog didn't even fight back as big as he is?Youd think that the bigger dog would of gotten away from the dog catcher.

i think they were implying Reggie is rabid and "Not all there" where as Buster is crafty and sneaky

The answer is the same to the question "Why is BUSTER the leader if there's a stronger dog in the group?": BUSTER is smarter.
