Episode 12: Framed

So, I'm confused. IMDB lists this series as having 12 episodes, with the series finale being an episode called "Framed" but everywhere else I look online, I can only find 11 episodes listed. I bought a dvd of "the complete series" and it ended at episode 11. I can not find any information on this mysterious 12th episode.
Does it exist? Does anyone know anything about it? Can anyone tell me where to find it, or at least what happens in it? This is really frustrating.

From what I've heard, it was written and cast and everything but they never finished shooting it.

Yep. Fox had originally ordered 13 episodes of it, but since it did so bad in the ratings from the get-go they pulled the production on the last two episodes.
