Who was the radio announcer?

Does anybody know who did the voice of the radio announcer in the episodes involving the mayor's alleged relationship with a woman called "cupcake"? As someone who has seen "Taken" six times, it sounds alot like Michael Jeter.

I think he sounds more like Steve Hytner, but I could be wrong. I just finished watching "How They Lived" and the radio announcer called himself PJ Hawks (or Hawkes) and the end credits identified Kerrigan Mehan as the man behind the voice.
