In China They Eat Dogs I + II chronology

Please advise which movie is to be watched first in order to follow the plot chronologically. There was once info on IMDb that "Gamle mænd i nye biler" (2002) was a prequel to "I Kina spiser de hunde" (1999). Does it mean that, like in case with "Star Wars" original trilogy, the later film is actually the beginning of the story?
