No southern accents?

A little plothole in this movie I never understood, if they lived in Virginia where was there southern accents? Only the one woman talked like that. Donnie and the rest of his family and friends did not. Why not just set the movie where it was filmed in California? Also what was the '''1988'' setting significance either. 2001 would have been fine.
