Are Gretchen and Donnie's mom the same person?

At the end, they wave to each other as if they know each other. Much like how Frank was manipulated through time, perhaps Gretchen and Donnie's mom are the same person 30 years apart.

Not far from the end Gretchen says she can't get hold of her mother. I like to think that something has happened to her mother and that after Donnie's death Donnie's mother becomes a surrogate mother to Gretchen.

No. They do not have the same mother.

At the end, they wave to each other as if they know each other.

That's because people in the Primary Universe have sort of "left over" memories of what happened in the Tangent Universe. Hence why Frank touches his eye in the little montage. He "remembers" being shot in the eye by Donnie.

Much like how Frank was manipulated through time, perhaps Gretchen and Donnie's mom are the same person 30 years apart.

You're going to need to explain how you think that works. Since in the primary universe Gretchen is clearly the same age as Donnie.

Donnie and Gretchen are not the same age. Donnie was held back for lighting a house on fire.

I do not support this theory by the way.
