I'm confused, is this related at all to the Rintaro anime 'Metropolis'?

I have the Rintaro Metropolis anime on DVD (and a remastered copy of the original 1927 movie by Fritz Lang as well), but this was the first I'd heard of an animated series of the same name. The picture that was added for this entry makes me think it was animated by the same studio that did the movie, though if the timeline here is accurate, the TV series preceded the theatrical movie.

Was this an animated series, or live action? Which studio produced it and owns the rights to it?
