the guy who El chivo was paid to kill : who cares about your damn dog (Blackie) ?
the old man(el chivo) : you are alive because of him

I dont remember the exact dialogue and I had English subtitle but what did he mean by that ? perhaps it's related to what Blackie did to el chivo's dogs ?

That's right it was to do with Cofi/Blackie killing the other dogs. El Chivo said something about dogs and their masters being alike, and saw Cofi's murder of the other dogs as a reflection of his own life (as a hitman). He didn't know that Cofi had been trained to kill other dogs in the past and perhaps thought it was his own bad influence as a hitman that made him do it. He then decided to change his ways, resolve his final contract peacefully (sort of) and try and contact and make amends with his daughter.

I actually think he said that because when he was getting ready to kill him at the restaurant, that's when the car crash happened, and El Chivo got distracted "helping" the victims and then eventually found the dog which he took home to nurse back to health.

Long story short. He didn't get a chance to kill him because he was taking care of the dog....

I like the answers given here. But I would also like to add a connection that might be far out... Throughout the movie we see brothers hating and triyng to kill each other. Octavio and Ramiro, El Chivo kills his brother, and then of course the half brothers who are left to settle their fate.
After Blackie has killed El Chivos dogs, and when he has captured one of the half brothers he mentions the Cain form Gensis 4. The story about have Cain kills his brother Abel out of jealousy. I cearten this is an important soruce for the Amores Peros and one of the major themes of the film.
Now what does this have to do with the question asked here. Well, this is my weakest thought of my train of thought, but Blackie is killing his peers, his equals, and this hurts El Chivo deeply. And just as someone menation here this makes him realise he was also trained to kill just like Blackie, but maybe this also reveals to him to evil in brothers killing each other. What he did to his brother, but also what the two brothers are about to do to each other.

However. I love the final scene, where El Chivo walks the barren land, just like Cain in Gensis.
