who wrote the lines?

This crudely animated show has the best one-liners I've ever heard. The wit is superb! It's amazing what cartoons can get away with in terms of naughty humor. I've only watched the American-dubbed version, so I can't help but wonder if Japanese writers wrote the lines, and we translated them? Or did we re-write Japanese dialogue?
