I think it was in one of the movies. To be honest, as far as I can remember, it was just alluded to.
This show just reminded me of the Disney Channel Original Movie about the girl with the mom who died in a surfing accident with the overprotective dad.
I think you misunderstood the mom of Reggie and Otto is Otto.

Noelani and Melinda(I THINK that's what Otto and Reggie's mom's name was)anyway,they were suffing a part of Hawaii that had really intence waves,and while they were surfing,I think Noelani said she dissapered,I'm thinking she drowned,and that's why in the movie Ray didn't want Reggie and Otto to surf those huge waves(actually,that could explain why Ray didn't want Otto to surf those monster waves in that "Big Thursday" episode)
