It really all depends on which Nick era you grew up in to decide where it declined.
I was born in 95, so some people would not consider me a 90's kid when it comes to 90's TV. Though my favorites shows during the 90's were Rugrats, All That, Clarissa Explains it All, Pete and Pete, etc...
I was never a fan of the All That Revival with Jamie Lynn Spears, I much preferred the original show. I liked The Amanda Show up until it became one or two sketches and then Moodys Point for the rest of the episode. Never liked Drake and Josh, iCarly's humor was terrible, Sam and Cat sucked.
I think that other than Fairly Odd Parents and SpongeBob Nick really hasn't had very much to offer when it comes to Cartoons currently. Yes the new TMNT is on Nick and I hear it is decent, and Avatar apparently was a good show but I just never could get into it, it clearly was a show made for adults like how Batman The Animated Series were.
I don't really think Rugrats got bad until Kimmy came along. Maybe the Dill episodes were not very good, but they weren't as bad as the Kimmy episodes, that's when it could no longer be enjoyed by older people. I was like 5 when those episodes started and I thought they were terrible back then.
Rocket Power was terrible, My Life as a Teenage Robot started out ok but became unbearably boring. I think Ned's Declassified School Survival Guide was the only thing worth watching in the past 15 years. I honestly don't think they would be able to revive a show like Hey Arnold or Doug by Nick's standards today where they are just starting to follow Disney Channel's superstar format that it is now trying to abandon.
