Because the VP (as the cop says to the Asian "delivery man" who of course completely would have understood this...) is crossing it. Cool, understandable.

When the attack begins, Police aren't allowed on the bridge because the bad guys are dressed as cops... Cool, understandable.

So tell me, how the hell did a reporter manage to get on the bridge, passed the secret service to take a photo of the VP being dragged from the water seconds after it happens!!!

(and I don't think a secret service agent took the photo and sold it to the paper)

That's actually a goof. The shot of the VP in the paper is from Seagals POV (point of view).
