No, he was just frightened by Harry's abilities.

He was an abuser in a completely non-sexual context. His abuse was verbal and mental, and sometimes physical (like keeping Harry confined to his room with bars on the windows).

Creepy is one thing a molester is another thing. However, he does look creepy.
