I was thinking as much, but other movies seem to only need 5 votes before being rated. Or is there also a minimum number of votes that needs to be reached before its considered eligible for the top 250?
there is a rules list somewhere on here. i'd find it but i'm way too lazy. also, the "five votes" thing seems to be just a thing that they put when the movie isn't yet released, but people have already voted on it. if you notice, all movies that haven't come out yet say "awaiting five votes" or whatever.
