It was just a tactic, maybe because the same old male one cannot be trained to do what they want in particular scenes. Don't be too serious about it.

Maybe the director didn't want the business hanging out during certain scenes of the movie.

Focusing on the dogs' genitals was crucial for following the film, yes. It would be difficult to really experience it in the appropriate way without that, and it basically ruins the narrative, not to mention undermines the entire concept of acting, to have a different dog play the role at times, especially a dog that doesn't have the same features as the character.
