Shouldn't Tony grow head stubble?
He may be balding, but I wouldn't think totally bald? So shouldn't he have some sort of hair growth equivalent to the beard growth people get over the course of the show?

Well shaped facial hair sometimes stays well shaped. If a player has a defining look, they keep it. Sex appeal must be maintained at all times.
