It says 17 million.I have read that it cost 20-25.But on Joblo it has 16.

Some people never go crazy. What truly horrible lives they must lead.

realistically I'd put it between 5-12 million with at least 1-2 million just going to Van Damme's salary. Rooker probably pulled down 100,000-250,000 and the rest worked for peanuts.

These Canadian-American DTV features seldom go very high of a budget and are usually shot in 2 weeks tops. This one probably was a little more on the higher end due to all the stunts, effects, and Van Damme was a bigger name at the time (though certainly on the downslide).

They always inflate the budget in promotional material, I think half to try to get a better distribution deal, and half to just psych out potential filmmakers, thinking it's overwhelmingly expensive to make a low budget action movie.
