Doc Terror's origin is revealed in the episode "Man or Machine Part 2." He was a scientist who believed that the future of humanity was to become bionic robots. Hacker was his first test subject, a criminal that he recruited with an offer of wealth and power. Doc Terror's peers were horrified by his plans for humanity and the fact that he had already used illegal means to advance his research so he was fired and barred from further research.
As to how he himself became a cyborg, what happened was Hacker changed his mind and wanted to be human again. When Terror told him the process couldn't be reversed he flew into a rage and started trashing the room. Terror was hit by falling debris and had half his body crushed. He underwent his own mechanisation process and became a cyborg. share
