Why does he sometimes start speaking VERY slowly & turns on some ridiculous English butler voice?? It's like he's high! Then he tilts his chair so far back it looks like he'll go toppling over! That would be priceless.

It's been years since I've seen a show, but from what I remember he always wanted to show off his judicial lingo by trying to fit in as many big sounding law words as possible. Judge Joe Brown doesn't just ask if "someone drove the car". Rather he asks if "Someone was present to operate the motor vehicle in a disciplined and uncharacteristically uninhibited manner" or some other crap like that.
Don't you just hate people that do that? It's like people that say oh-nine-hundred hours instead of nine o'clock. Plus he does tilt his chair way way back, as someone else said. I remember thinking the same thing, that he will fall out of his butt one of these days.
