Are the Tallest frauds?

Zim's race judges a person's worth/authority/value/etc on how tall they are. The Tallest, however, it looks like they have robot bodies, or wearing robotic suits to make them tall. Since Zim's race seem to be very naive, is it possible that the Tallest are actually just normal size and are deceiving everyone so they can lead. I'm mean, they're 4 times the size as the others.

I've heard this theory. That they are short inside the suits.
But Tallest are supposed to be tall. Like Tallest Mizuki and Spork (from the unfinished episodes)
