It came out in 2000.
And that's when the first scene is.

Then, it jumps back 30 years and that would take it to 1970 and we see a reporter in a school. Then there's a scene when the reporter is talking to a teacher, the teacher says she taught Sadako 11 years ago. Then we get another jump back in time...

And since this film takes place while Sadako is learning, I assume it's 1959. But that can't be right ?!?!?

There were only two time periods: present day, and 30 years prior. The teacher taught Sadako when she was a young kid (8?), and that's when she was referring to. Remember that the reporter [spoilers]killed herself at the end? She wouldn't have been around 11 years later.[/spoilers]
