Is this similar to 'Carrie' ?

storywise they are different.

They are similar as both Carrie and Sadako aren't very social. But most of the students (except one I think) seem to treat Sadako well, until her power shows...

The persecution Carrie suffers is unprovoked and malicious.

In Ring 0, the others are frightened of Sadako, which leads them to persecute her.

When I watched it I thought it was a little bit like Carrie, but only in a very superficial sense. Both feature a withdrawn teenage girl with psychic/supernatural powers which she can't really control and end up being persecuted by the people around them. As someone else said, the difference is Sadako is persecuted because of her powers, while Carrie is mistreated for no real reason.
