How was Seraph just as good as Neo?

What is the explanation for that? They fought to a standstill?

If Seraph is just as strong as The One, then could he have fought Agent Smith at the end and played Neo’s role in the entire trilogy?

Going purely off of memory. I don't think Seraph was as "strong" as Neo and he knew that, I think he was just fighting him to prove its him before giving access to the Oracle. He probably has an obligation to fight anyone who is coming to see her. Also He may have wanted to fight him for his own enjoyment. People don't often get to go toe to toe with a legend, which in this case Neo was establishing himself as to everyone.

Yeah, Seraph was just testing Neo. He stopped the fight before it was over.

I like what IMDBrefugee said: Seraph fought Neo just long enough to sense who he was through combat, then pulled the plug on the fight. Seraph stopped the fight before it could end, so it wasn't a stand-still. If anything, Seraph was surrendering.
