Wasted performaces by Leguizamo and turturro?

When I saw previews and interviews for this movie they had a lot with these two excellent actors but they are only briefly in the movie and play basically meaningless characters. They totally could have done more as far getting these guys a little more involved in the plot line or just gotten different actors.
