I'll go with he doesn't know, not qualifiedetc. And somewhere on the game it says Billy can't mix but she can cause she is a medic.

Rebecca, and all S.T.A.R.S. members, wear standard issue equipment, which includes a kit with which they can grind and mix herbs together. That's why a mixed herb shows as a fine powder on a piece of paper. It would explain why Chris and Jill can all mix herbs, and non-S.T.A.R.S. people such as Billy can't.
