Netflix doesn't have the 'Now You Know' PSAs!!!
Or is it only certain episodes?
Were these left out of the DVDs as well?

Nearly 2 years later, but just in case. No, they don't have them attached to the episodes. Each DVD set has a handful of them (8-10?) in the bonus materials section.
The episodes on the DVDs do contain the commercial bumpers, which I love. "G.I. Joe will return after these messages." "Now back to G.I. Joe.".
