This movie did include Gein's brother in his murders, but there were more things going near that time.

A little girl went missing, the only clue was some tire tracks belonging to a ford, Ed drove a truck.

A babysitter went missing with signs of foul play.

Two hunters in Plainfeild went missing.

Thats at least three others, why did no one think to include them as possible murders?

Plus human bones were found buried on his property after his arrest. Female of course. Some investagators thought his body count was much higher. Why not?
