What was up with the father seeing them wrapping babies?

In the opening, the father looks out and sees men catching babies in fish nets & wrapping them in paper (!).
Is this to show how obsessed he is with babies?

Yea I think in reality it was probably just fish. It's probably just showing how much he wants a baby, or how easy it seems for other people to get a baby except for him and the wife.
