child on bicycle?

hi,
does anyone know the significance of the child on the bicycle in front of Angie and Russ' house?
the first time the child was riding the bicycle in a circle; there were 1 or 2 other instances and in the last one (iirc) the bicycle had fallen over (and there was no child).
