How did Jackie get down there and escape so easily?

"The basement in the customs house is the most secure lockup in Eastern Canada."

Was it not implied that the elevator was the only way to get down there?

The customs house in manhattan before it became something else was easy to get into. I used to work for a steam ship line you had to bring the dock receipts there for storage. Some people did a lot of stealing off those Brooklyn docks.

you are correct in implying that in the film they stated that the only way down was the elevator, but my guess is that the reference to it being a bomb shelter would date it. i am sure elevators were invented prior to the the buildings construction, but still staircases such as the one jack/norton used was the first and/or standard access back in the day. the elevator was perhaps added in time, or a service elevator concept.

that being said, probably it was not considered a legitimate access point because of the security measures is my guess. once jack/norton was able to play god with the security, he probably disabled anything making it easy. i also suspect that he kept that little tidbit in his back pocket, to have something over nick/deniro to use as an ace up his sleeve he could use as he did if he felt he needed it.

i mean jack/norton did reveal himself to be an untrusting arshole in the end.
