Radio announcer ID?

A few times there is an announcer who, to me at least, sounds like Kent Brockman from the Simpsons, but Harry Shearer isn't listed in the cast. Any idea whose voice it is?

it's either Billy West or David Herman. It's awfully similar to some of the announcer voices on Futurama, but I can't remember if it's billy or David who does it.
