Who´s the guy reciting a poem in the lobby?

That old guy dressed in a robe, looking slightly deranged with an amazing voice reciting a poem in the lobby. Does anybody know who he is?

I think it’s the same singer from the Black Lodge at the end of Season 2 of Twin Peaks
