Why wasn't Gee wearing a vest?

That was one of the first questions my mother asked. he worked Homicide for what, 30 years? He knew what was what, he's running for mayor and intends to legalize drugs, how did he not think that would gain him a few enemies plugging for him? It doesn't make sense.

When I first saw this on TV, I leaped off my couch when he was shot yelling something like, "Where the #%%*&@ was his bulletproof vest?" I've never been able to get my mind around the fact that a controversial candidate wouldn't take such a precaution, ESPECIALLY since he was a veteran cop.
"We're fighting for this woman's honor, which is more than she ever did."

No kidding. Of course, knowing the run Homicide had, it probably wouldn't have done him any good anyway because ANY time somebody got shot, they were always wearing a bullet proof vest, Kay, Beau, Stan, Tim, all of them, how the hell does that work?

Well, it could be the fact that bulletproof vests aren't actually bulletproof. They offer some protection, sure, but certainly not enough to stop a bullet from entering your body.

Military personnel have access to bulletproof vests that are able to actually stop some bullets, but those vests are incredibly heavy and wouldn't really be practical outside of a war-zone.

...it wouldn't really make sense for Giodello to have been wearing a vest. He was no longer working in Homicide, so unless there were prior threats made against his life (and there weren't any mention of that in the movie), it wouldn't make sense for Giodello to have been wearing a vest.

Besides, I got the sense that most of the Homicide detectives don't wear vests most of the time, unless they were apprehending a suspect with a history of violence or something similar.
