he was an FBI informant. Perhaps in exchange for a reduction/elimination of something he did, he was providing information to the FBI re activities of the black panthers etc. Dexter was not 'dangerous' he was not selling drugs....etc. But the government in that era (run by J Edgar Hoover) did not care. They just wanted anything 'different' gone. And the car crash might have been the fastest way to cause it.
