Super Milk Chan..... intelligent?

I believe Super Milk Chan to be a political/social satire. Does anyone else see any metaphors in the show, such as:
Governments over-acting on retarded issues,
Governments putting unqualified, retarded peoples in charge of said issues,
People's, Milk's, attitude of, "When the going gets tough, screw it,"
Wisdom, Hanage, is always there and readily available, but everyone ignores it,
How naive people in power, landlord, can be,
anyone else, or am I just imagining this?
