Why was Aniki so lax in the States?

I loved this film. One of my favourite Kitano films. But does anyone else feel this too? I felt like after going to the US, Aniki became lax with his new crew. Like, when Shirase disagreed to settle at 20% cut of money going to Italians, he didn't say a word and let him go to war, which ultimately cost him his life. And he *was* aware of the consequences. In the very end as well, he cleverly saves Denny and lets him go on with his new life as he knew what was coming for him, which he accepted the moment he opened the door of the Diner after paying the owner for repairs.

He is annoyed he was forced into exile. In Japan he is an important person. In the states he's a nobody.
