Rain was a joke based on Prince's song "Purple Rain", hence why he wears a purple suit. Rain is not playable nor fightable in the arcade version of UMK3 sadly. his name in the energy bar during the demo he was really thrown in there haphazardly since they didn't even give him a normal looking name. In any case, the question has been answered; Rain was never playable, and never an opponent in the arcade adaptations of UMK3, and only became a real character on the Sega Genesis/SNES versions of the game. Rain is also playable fightable in the PS1/N64 versions of MK Trilogy. But the message Kombat Kode "Rain can be found in the Graveyard" is still there.
Noob Saibot is playable in the Wavenet version of UMK3, but he does not have those moves; apparently, he only has his Teleport Slam. There was a relatively easy cheat to make Noob playable in UMK3 for the arcade. It seems plausible that it would still be there for the arcade. "Some machines known as Wavenet machines which were mostly placed throughout the Chicago area had a hidden code to play as Noob Saibot." from Wikipedia. I knew how to play him where pick Kano during the match start. Like turn Kano into Noob Saibot.
As far as I know, no codes have surfaced yet for this version of UMK3.
