The director changed it just to put his movie into the PG bubble.. I wish there was an unrated version in which she actually did a skinny dip in the pool..
Leelee Sobieski was 18 when the movie was actually released, so she was likely under 18 when most of it was shot, so putting her in nude scenes would have gotten the producers in legal trouble and kicked the movie up to an R rating.

Unnecessary, yes, but also the best scene in this dumbass movie.
Realistically, the character isn't going to skinny-dip in the pool of her creepy foster family, and 18 or not, Sobieski wasn't going to do nudity at this point in her career. She actually did a little later though in a French movie called "The Idol", which is not great, but a lot better than this nonsense.
