According to Wiki, the only other lost film from the 90s (it was filmed but never released) was a 1999 film called Puppet.

Technically, you could say the Poughkeepsie Tapes (2007) is one in that it only showed in festivals and was never released in theaters or on video, but you can easily find a rough copy floating around the internet.

There's one that I know of called Bug Wars. It was directed by the guy who made the really bad War of the Worlds movie in 2005. Not the one you know of, another one that was a direct adaptation of the book.

Apparently, it was about two women who survive some kind of apocalypse and fight giant bugs. There's very little info about the movie, but according to this website it premiered at Canes Film Festival and supposedly it was so bad that the entire audience left by the 15 minute mark. I'm not sure if I believe that or not since there's literally no other info about it online. There was a trailer for it on youtube but it has since been taken down.

But, I don't think there's any other lost television movies like Cry Baby Lane. It Happened One Christmas is an obscure and really terrible remake of It's A Wonderful Life that has never reaired since the original began to be regarded as a classic. It's online, but I've never seen it without the beginning cut off, and obviously the quality sucks.

There was a pretty creepy Canadian family movie called "Believe" from 2000, it starred a young Elisha Cuthbert and played like a full length film of Nickelodeon's Are You Afraid Of The Dark? It's a pretty obscure film, not rare, but no one seems to have ever heard of it whenever I bring it up. I guess you could categorize it as a "lost 90's or 00's" film. It is a available on DVD if ya want to check it out.
