What up with the cop character?

I was trying to get a clue from the I don't love you anymore tread however I think the confusion starts with her pulling her gun on the lucky guy twice. What is her deal? Then she seems possessed to capture him yet it is unclear if she wants to arrest him. She is able to pursue him all over the continent. Then this I don't love you business in confusing. What does she really want?

I think she wanted to punish him because he basically represented her: sole survivor. I think she hated herself for surviving when her family did not, and so she (subconsciously?) sought out Tomas to answer for the "crime" of surviving.
