What is the title of the person who calls out "5:00 & all is well!"?

O.K.! The "Town Crier"! THAT'S what it is! Thank you VERY much! I had seen a "Town Crier" in Laurel & Hardy's "The Bohemian Girl" http://www.imdb.com/title/tt0027376/ and he was saying "5:00 and all's well!" a few times. Laurel & Hardy come up to him & ask him the time. He hands his bell to Laurel to hold while he checks his pocketwatch! (Hahaha!) THANKS again!
