i don't understand. does the girl whos reading the story is cursed? does she has something to do with silly?

Silly is Celia. That's the whole point of the movie. In order to help someone else to face their pain and heal (ie. by telling her story to the girl who also lost her boyfriend) she's able to break her curse and bring back the fish to the "stupid deserted rock." The uncle, Uncle Pete, is the one that always liked Silly and helped her out. The young girls mother is the little girl who's mother told her and her brother (Pete), "I want you to stay away from her. Do you hear me?" in reference to Silly when she was being babtized. It's all tied together ;) The young girl who's reading her story lost her boyfriend and her mother thought it would be good to bring them back to the place where she grew up (Nova Scotia, Ireland, whereever it is). It's almost like a twist of fate, however, because Silly needs to pass on her story in order to break her curse of the disappearance of the fish. So in telling her story, she helps the other girl heal from her loss (thus the dramatic violin playing in the end, almost like her acceptance of her loss) and the coming back of the fish in a swarm.
