Alvin Rakoff's 'City on fire'...

Anyone seen this old-school movie ? I saw it a long time ago, but some scenes from this one are so close, in the idea and the way they were shot, that I wonder if they did not took scenes straight from this movie and built up an arc story around those, like they usually do in low-budgeters (Like Corman's "Raptors", built-up to use footage from all three "Carnosaur" movies).
Anyone cares to comment ?

It wouldn't surprise me if footage from other movies were used in producing this one, I am pretty sure that a few scenes are stock footage because they show police and rescue vehicles of 70's vintage, I swear one of the fire trucks was squad 51 from the old Emergency series.
By the way, this was the most godawful pile of crap that has ever tarnished my TV screen, even the car chase at the beginning couldn't save it, and I think scenes from that are also 'borrowed' from other films.

The footage in the trailer shows BRITISH fire engines at the start and then a scene of a burning factory. As well as being pasted into CITY ON FIRE previously these scenes are originally from THE FIRECHASERS(1970), a British movie which is well worth a look.
