there was at least a shot in the first season where they are in the same frame but Penelope is lying down, as amanda looks down then walks away'cause she(penelope) was on the floor 'cause Amanda knocked penelope out.

Penelope and Trevor or whatever the name of Penelope's boyfriend were about to break up. She kissed him passionately. And then in a different appearance they were about to break up again. They talked about their relationship but Penelope said that the relationship would get in the way of meeting Amanda. This proved to be correct as they were kissing each other for a very long time. Amanda walked by them, noticed them, but didn't think much of it. They didn't realize Amanda was there until Amanda already left.
Amanda met Preston and gave him some autographed photos. Penelope was in the kitchen getting Hot Sauce, even poking her head into the living room asking if Preston and his friends wanted "Hot Sauce Or Extra Hot Sauce" She didn't notice Amanda. So Amanda knows about them, knows where they live, and has formally met Preston (penelope's brother) but not Penelope herself.
