Why low rating?

I didn't think the least bit about race when I watched this movie, all I saw was people in miserable living conditions and corruption. People acting poorly of ALL races. It is so annoying that people get so hooked up on race and what colour skin is and take it as a INSULT that anyone non-white was portrayed as a bad person in this movie.

How the hell would you guys react if all the white cops in the world gave this movie negative criticism because there is a depiction of ONE corrupt police offer in this movie? -_- Geez, I am so sick of discrimination.
