Is this a remake or prequel of the 1985 version? Some of the scenes in the trailer looked familiar but there were other scenes that seemed new from what I recall from the 80's version. Interesting how a film from 2000 pops to the front on imdb.

It's a whole different D tale based on the third novel "Demon Deathchase". The first movie was based on the first VHD novel.
Totally different story, characters etc. except for D. And the funny thing is, you don't have to see the first movie to appreciate the second one. They work as separate story lines.

As has been mentioned before, It's the same character; but with a new story arc. AS far as timeline goes - Bloodlust is based off the third manga and D is based off the first manga, so you could say this is set after the first movie.
