The ending (spoilers)

I know the movie left this pretty open to the audience but did Inspector
Ho let Cheung go or did he really trick him...again?

It's been a while since I've seen it, but I think it was more like he didn't try to stop him. Sort of left it up to Cheung. If Ho knoew Cheung didn't have much time left, then he most definately let him go.

This is just my interpretation, but the way I saw it was Ho just decided to quit playing Chueng's game. He got up and took his ball and went home, so to speak. I think he was tired of being manipulated.

This time, Ho let Cheung go, thinking that Cheung was going to die soon; there. But it turns out he'll die later :) I mean.. he managed to give the necklace to Leung before he died ;)

I thought the cancer was fake too ..
since he faked dying in the car and tricked the inspector to get off the car thinking there is a bomb in between them

Cheung died. That's the point of the movie.

Ho Sheung-Sang let him go in order to fufill Cheung's last wish.
"The most important thing is that I don't die in a police station."

The scene is actually a recurrence of the earlier scene.
When they first met Ho was trying to drive Cheung to the police station.
Cheung told him "If you can reach the next block, you win. I'll go with you."
Then Cheung started shooting randomly at the passing pedestrians.
In order to prevent any needless collateral damage Ho has to let him go.
Even Cheung didn't intend to hurt any innocent people, he still wins the round.

But at the last scene, Ho realizes Cheung is going to die anyway.
When Cheung repeats the "Next block, You win" quote, Ho decides to let him go
again. The same scene and dialogue has total different meanings this time.

The mutual respect between heroes is a main point of Johnny To's films.
Ho did let Cheung go but he didn't hold the grudge like he did first time.
He tells his superior that he is very hungry and is going to fix himself up.
Becaus he know Cheung is going to die anyway.

The gesture is out of his respect and even a little pity for Cheung.

If we interpret it as Cheung has fooled Ho once again, then it will severely
blemish the spirit and theme of the whole film.

I think Ho let him go because he had a mutual respect for Cheung, as Cheung was helping him apprehend criminals. I think Ho also felt sorry for him because he knew that Cheung was in his final stage of his cancer and didn't think that there was any point in arresting him as he didn't have long to live.

Also Ho's superior let Cheung go earlier on in the film when they were on top of the building when Cheung threatened to detonate his bombs, so Ho repeated it in the car scene at the end. I believe that in both scenes that Ho knew that the bombs were not real.
