Obviously a TV movie

Anyone know where it originally aired? Something tells me NBC. I feel like I caught a brief scene of it back in 1999 flipping through the channels (I even remember where I was). The part where Alan is walking in front of the station and there are kids outside handing him records to play seemed vaguely familiar.
