Shot to be PG-13?

I'm guessing this was shot to be PG-13 but the MPAA rated it R due to how constant the sexual humour is, rather than it being too explicit. Unlike almost any other mainstream R-Rated comedy of the past 20 or so years that I can think of, the profanity is mild (no F-bombs etc). Yes, there is very brief nudity but it's obscured. There aren't any big gags that scream Rated-R (the asphyxiation gag is borderline but fairly tame); the big gross out moment is almost the same as the one from the second Austin Powers film the previous year. I know Deuce Bigelow was aiming for a PG-13 but got slapped with an R for similar reasons in this period.
